Reopen the rooms the quota closed. Roster the staff you have to the hour guests arrive.

Macau resorts shut 2,000–3,000 rooms in 2024 for lack of staff while five-star occupancy sat at 93% and rates fell. Non-resident quotas are provisional and hiring takes a month per approval. HotelCadence is AI workforce management for integrated resorts: it reads OPERA, forecasts room-turns, arrivals and covers per hour per tower, and drafts a roster within Law 7/2008 that puts the quota you already have where guests are. Closed rooms reopen, overtime falls, service holds.

HotelCadence is workforce software for hotels. It reads the bookings already in your property system, forecasts how busy each department will be hour by hour, builds the roster to match, records worked hours and prepares payroll. Department heads approve every roster. From US$6 per scheduled employee per month.

Full hotels, falling rates, a workforce you cannot grow

A record 40 million visitors came in 2025. Occupancy ran 89.4% across the market and 92.9% at five-star hotels, and the average five-star rate still fell 5% to MOP1,513 (Macau Hotel Association). Hotel headcount is flat at about 61,000, non-resident workers remain below the 2019 peak, and 86% of hotel vacancies require Mandarin. Fitch says labour import limits now constrain the non-gaming diversification the concessions require. Every quota hour has to count.

What a flat housekeeping roster costs a 2,500-room resort

Departures at a Cotai resort swing from about 600 on a Wednesday to 1,400 on a Sunday after the weekend. At 30 minutes per departure room and 15 per stayover, attendants required swing from 91 to 128. A flat roster of 120 leaves 29 attendants idle midweek and falls 8 short on Sunday, which is when rooms are held back from sale. The lost revenue on those rooms at MOP1,500 a night exceeds the idle payroll, and both come from the same roster.

The method

Optimize the quota you have first. Then the machines.

The low-hanging fruit in Macau is the workforce already on the blue cards. Matching hourly demand to the staff on site, per department, per tower, in five steps:

  1. 1

    Workload drivers

Departures versus stayovers by tower, arrivals per hour from the ferry and bridge timetables, junket and tour-group waves, event and MICE calendar, outlet covers by segment.

  2. 2

    Data insights

Read from OPERA and the POS first, then AI demand forecasting per department per hour, two weeks ahead, re-forecast daily.

  3. 3

    Labour standards

Minutes per departure room by room type, minutes per check-in and a queue target, covers per server by outlet, agreed with each director.

  4. 4

    Shift design within Law 7/2008

Daily and weekly hour limits, the weekly rest day, overtime and rest-day pay rules and non-resident contract terms as hard constraints in the optimizer.

  5. 5

    Filling shifts across towers

Float pools of cross-trained attendants and agents move to the tower or property with the larger peak. Resident and non-resident mix visible per department. Directors approve every roster.

Only after the roster follows the forecast does the residual peak justify a public-area robot, a self check-in kiosk or an outsourcing contract, sized to the gap the roster left. See how HotelCadence works.

The non-gaming mandate is a labour problem

Concessionaires committed about MOP140 billion through 2032, more than 90% of it non-gaming, and the government will grade delivery. Non-gaming receipts rose 1.1% in 2025 against gaming's 22.7%. New outlets, the MICE floor and the entertainment venues all need hotel-side staff, and the quota does not grow with the mandate. Rostering the existing workforce to the hour is what lets a resort open the new floor without a new approval.

Coexists with the casino floor

The gaming floor keeps its own roster system. HotelCadence serves front office, housekeeping, F&B, banquets and MICE, and sends approved hours to your HR system of record through the payroll integration. One portfolio view shows every tower and every property under the concession by department, with labor cost per occupied room, overtime, roster build time and service coverage measured monthly against a baseline agreed before go-live. See how to get one overview of labor across hotel properties.

Savings in patacas

A resort scheduling 2,000 hotel-side staff at the DSEC average of MOP20,800 a month carries about MOP500 million in annual payroll. Forecast-driven rostering recovers 6–12% of labor cost in most cases, MOP30–60 million a year, before counting the rooms that reopen. Predict and automate costs about MOP64.75 per scheduled employee per month, about MOP1.6 million a year at that headcount, before volume pricing. Worked example, figures indicative. See HotelCadence pricing in MOP.

Closest measured result

A three-property Singapore group with hiring capped by the dependency ratio forecast arrivals per hour per property and shared a float pool of front desk agents. Average check-in wait fell 40% and front-office hours fell 7%, with no one hired. Read the Singapore front desk peaks case study.

Questions Macau operators ask us

Which property systems do Macau resorts connect with?

Most Cotai and peninsula resorts run Oracle OPERA, connected through a connection that only reads. Shiji and Infor HMS are also supported, and multi-tower properties connect each tower as its own property under one portfolio view. Nothing writes back to your property system and front desk screens do not change.

Does it replace our casino-floor scheduling system?

No. The gaming floor keeps its own roster system. HotelCadence serves the hotel side: front office, housekeeping, F&B outlets, banquets and MICE. Approved hours flow to your HR system of record through the payroll integration, so the two systems coexist without re-keying.

How does it handle non-resident workers and quotas?

HotelCadence schedules non-resident employees like any other, with their contract terms and permitted roles as constraints, and the roster shows resident and non-resident mix per department as you schedule. The software does not change the quota; it makes every quota hour land where guests are.

Which Macau labour rules does the roster respect?

The daily and weekly working-hour limits, the weekly rest day, overtime and rest-day pay rules under Law 7/2008, and the terms attached to non-resident contracts under Law 21/2009. Your HR team configures the property's own rules during onboarding and the optimizer treats them as hard constraints before it drafts a shift.

Where is our data stored?

Connections pull operational data only: arrivals, departures, occupancy, room status and covers. HotelCadence never touches guest payment data. Default hosting is in Singapore, and concessionaires on the partnership plan can specify a Hong Kong residency option so transfers stay within the terms of Macau's Personal Data Protection Act.

Can we see costs in patacas, and work in Chinese?

Yes. Roster costs and the monthly measurement report run in MOP or HKD. Pricing is listed in MOP on the pricing page. Department-head quick guides are available in Traditional Chinese, and support covers Macau business hours.
